Call for Papers International Planning History Society (IPHS) & Institute of Geography and Spatial Planning, University of Lisbon, Portugal : « COLONIAL AND POSTCOLONIAL URBAN PLANNING IN AFRICA »
Lisbon, 5-6 September 2013
The Conference – Colonial and Postcolonial Urban Planning in Africa – aims to re-examine the history of colonial urban planning in Africa and its legacies in the post-independence period, to learn from contemporary African scholarship, and to discuss how postcolonial urban planning cultures can actually address these urban challenges and contribute effectively for the development of resilient-sustainable cities in Africa.
The Conference, to be held in Lisbon, in September 2013, organized by the Institute of Geography and Spatial Planning – University of Lisbon and the International Planning History Society (IPHS), will explore two key themes in the history of urban planning in Africa:
Theme I– 19th and 20th Century Colonial Urban Planning in Africa
Theme II– Postcolonial Urban Planning in Africa
In both themes we welcome country and cross-country approaches, studies of individual cities, and the comparison of African cities with one another. We invite researchers, planners and postgraduate students to present critical analyses of the multifaceted urban planning experience in Africa.
SELECTION CRITERIA
All submissions will be peer-reviewed for content and appropriateness to this conference.
EXPECTED OUTCOMES
One of the expected outcomes of the conference is the publication of a selection of papers in an edited book and in peer-reviewed academic journals. Plans have been made for possible publication in the IPHS section of the journal « Planning Perspectives – An International Journal of History, Planning and the Environment ». Plans have also been made for the submission of a selection of papers to the « Journal of Contemporary African Studies ». The selected manuscripts will undergo the standard peer-review process of these journals.
We hope the conference will also provide the opportunity for the development of an inter-disciplinary and inter-generational research
network which might help to advance critical thinking about urban planning in Africa.

Il vient conclure le programme de coopération 2012 établi entre l’IRD et l’Ambassade de France au Mexique, en ouvrant les discussions à des acteurs politiques et académiques d’Amérique Latine (Argentine, Brésil, Chili, Pérou, Venezuela) sur des questions telles que la rénovation urbaine, la place du logement locatif ou bien encore les nouveaux programmes d’appui à l’auto-construction.

Les journées du développement ATM se déroulent chaque année, dans un pays du Nord ou du Sud, en partenariat avec une université.
Le thème de ce XXIXème colloque portera sur « Economie informelle et développement : emploi, financement et régulations dans un contexte de crises ».
Le secteur informel, dont l’invention de ce terme par le Bureau International du Travail (BIT) remonte à quatre décennies, a fait l’objet de définitions successives et extensives. Il suscite des débats (e.g. développementistes vs. institutionnalistes) sur la rémanence, voire la résilience, de l’activité des micro-entreprises, distinctes quoique non séparées de celles de l’économie formelle, attestant de la segmentation plus ou moins prononcée sur le marché du travail et sur le marché du crédit.
Principal pourvoyeur d’opportunités d’emploi et de revenu, notamment pour les plus pauvres, et en premier lieu pour les femmes, ce secteur représenterait plus de 50% de l’emploi mondial selon le BIT. La taille du secteur informel est fortement corrélée avec le niveau de développement économique d’un pays. Cependant, l’ampleur du secteur et de l’emploi informel serait encore mal identifiée et selon des méthodes d’estimations différentes, sinon divergentes.
Le secteur informel résulterait de l’incapacité de l’économie formelle à générer suffisamment d’emploi pour absorber l’accroissement de la main-d’œuvre non qualifiée. Il jouerait en ce sens un rôle d’amortisseur en temps de crise. Cependant, le caractère procyclique ou non de l’économie informelle est discuté. Au regard du contexte de compétitivité accrue, la sous-traitance par les firmes multinationales dans certains secteurs à forte intensité de travail participerait de l’extension de l’économie informelle.
Une réglementation contraignante et une corruption élevée, c’est-à-dire une défaillance de la gouvernance institutionnelle, figurent parmi les facteurs explicatifs qui conduisent certains experts à s’interroger sur le secteur informel : est-il un obstacle qu’il convient de réduire (par l’éradication ou par des incitations à la formalisation) ou représente-t-il une solution ?
Les axes de la réflexion initiée recouvrent quatre aspects principaux :
1) Les définitions, les mesures et les impacts macro-économiques de l’économie informelle,
2) Les déterminants micro-économiques de l’emploi informel – le jeu des acteurs et les secteurs,
3) Le financement des micro-entreprises et des ménages – finance informelle et microfinance,
4) Eradication et inclusion : les régulations de l’informel et leurs coûts associés.
La réflexion s’inscrit dans une démarche pluridisciplinaire (économie et gestion, sociologie, démographie, géographie, sciences de l’environnement, droit et science politique, anthropologie) relative à l’étude d’un phénomène économique majeur. Les travaux peuvent relever d’une approche par pays ou de l’analyse comparative. La dimension méso-économique des secteurs d’activité et des études de cas (e.g. impact social et environnemental) est également recherchée.

Sommet CELAC – UE (Communauté des États latino-américains et des Caraïbes – Union européenne / VIIe Sommet UE-ALC)
Dans le cadre de la tenue du Sommet CELAC – UE (Communauté des États latino-américains et des Caraïbes – Union européenne / VIIe Sommet UE-ALC) les 26 et 27 janvier 2013 à Santiago du Chili, un premier Sommet académique bi-régional est organisé le mardi 22 et mercredi 23 janvier 2013, à l’Université Centrale du Chili.
Treize années après la première rencontre des ministres de l’Enseignement supérieur Union européenne – Amérique latine – Caraïbes (Paris, 2000) et la création de l’Espace Commun d’Enseignement Supérieur ALCUE, de profondes évolutions ont marqué les deux ensembles régionaux et le contexte actuel permet de donner un nouvel élan à la coopération bi-régionale universitaire, scientifique et technologique.
Ainsi, afin d’élaborer des propositions concrètes à l’intention des chefs d’Etat et de Gouvernement pour leur adoption lors du Sommet CELAC-UE de Santiago, plus de cent institutions des deux régions sont impliquées en vue du Sommet académique, notamment à la faveur de leur contribution aux deux séminaires de préparation qui ont été organisés à Paris (7 juin 2012 – Institut des Amériques) et Lima (8 et 9 octobre 2012 – Colegio de Ingenieros de Perú).
La coordination du Sommet académique est pilotée par le CELARE (Centre Latino-Américain pour les Relations avec l’Europe), l’Université Pedro de Valdivia et l’Institut des Amériques avec l’appui d’un comité d’organisation composé d’universités chiliennes d’une part, d’un comité international composé d’institutions des deux régions d’autre part, et avec la collaboration active de la Fondation EU-LAC et des Ministères français et chilien des Affaires étrangères.

Standard Summary

About the Unit
The Center for Latin American Studies (CLAS) is an inter-disciplinary and integrative site for faculty and student research and teaching on Latin America. Currently, CLAS supports approximately fifty affiliated faculty from the Divisions of Social Sciences and Humanities and a smaller number from the Harris School for Public Policy Studies, Booth School of Business, and the School for Social Service Administration, with significant faculty concentrations in history, anthropology, romance languages, political science, and art history. The Center directly administers degree programs, including an undergraduate B.A. Major and Minor in Latin American Studies and an inter-Divisional M.A. in Latin American Studies. CLAS also engages a large cohort of doctoral students, approximately 10% of the total doctoral student population in the Divisions of Social Sciences and Humanities, through active grants, fellowships, and professionalization opportunities. The Center directly administers language programs in Haitian Creole and several Amerindian languages, and coordinates non-language teaching on Latin America, including the on-campus Introduction to Latin American Civilizations course sequence. CLAS also hosts numerous Visiting Professors from Latin America who spend brief one or two quarter residencies teaching and researching at the University of Chicago.
The Katz Center for Mexican Studies was founded in 2004 and named in honor of Friedrich Katz, one of the world’s leading scholars of Mexican history. The Katz Center sponsors academic conferences and public lectures, hosts visiting scholars, and coordinates academic exchange programs with Mexican institutions.
Unit Job Summary
Associate Director: Responsible for ensuring the effective and efficient operation of the Center for Latin American Studies and Katz Center for Mexican Studies, including working closely with the faculty directors to develop programmatic and strategic goals. Charged with program planning and implementation, policy-making, supervision of administrative staff, and development and oversight of the budget and communications. The Associate Director also serves as the principal liaison to administrative units of the University, including offices of the Deans of Students, Alumni Relations & Development, and the Business Center, among others. The Associate Director must maintain familiarity with the teaching and research projects of affiliated faculty in order to design informed programming, function as an experienced manager capable of simultaneously managing multiple projects, exercise excellent interpersonal skills and the capacity to work closely with a diverse faculty and student population, and confidentially handle sensitive information.
Center Operations (25%)
- Provide leadership in developing short- and long-term programmatic goals for the Centers in conjunction with Directors; present quarterly reports to the Steering Committee.
- Develop and manage Center budgets
- Develop and implement procedures for efficient administration of Center operations.
- Manage Center staff and coordinate workflow.
- Hire, evaluate, promote, discipline, and discharge Center administrative staff in consultation with the Directors of CLAS and the Katz Center.
Academic Programs (25%)
- Serve as Center liaison with Deans of Students in the Social Science Division, Humanities Division, and Social Science Collegiate Division related to BA and MA curriculum, MA admissions/aid, and FLAS Fellowship and Tinker Field Research Grant programs; serve as Center liaison with the College Study Abroad Office for the Mexico in Latin American Civilizations program.
- Manage the CLAS indigenous language programming to ensure alignment with University regulations and targeted national programs. Indigenous language programming includes academic year and summer teaching programs and instructional materials development.
Sponsored Projects, Professional and Community Linkages (50%)
- In consultation with Directors, develop programming to meet grant and Center priorities, and supervise Program Coordinator in implementation of events. Current grant and fellowship programs include the Title VI/National Resource Center (NRC), Tinker Visiting Professorship, Foreign Language and Area Studies Fellowships, and Tinker Field Research Grants; other programs of opportunity may arise.
- Seek new funding opportunities informed by the teaching and research projects of lead faculty affiliated with the Center; develop new funding proposals in collaboration with Directors, lead faculty members, and staff.
- Establish post-award grants management and internal financial tracking procedures with Center’s financial administrator in the SSD Local Business Center in order to ensure compliance with University and funding agency requirements.
- Ensure systems for tracking and measuring program outcomes for performance evaluation.
- Prepare grant reports by specified deadlines.
- Serve as primary liaison with Program Officers at funding agencies, and with the University of Illinois at Urbana-Champaign (consortium partner for the Center’s Title VI/NRC grant)
- Serve as liaison with other related university units (e.g. Alumni Relations & Development, Office of International Affairs, Deans of Students, Study Abroad).
- Foster linkages with other institutions including professional associations, cultural institutions, community groups, and universities.
- Prepare annual reports in consultation with the Directors.
**Occasional evening and weekend work**

Education
Bachelor’s degree required.
Master’s degree strongly preferred.
Strong academic background and demonstrated interest in Latin America preferred.

Aujourd’hui, le réseau Projection souhaite réfléchir sur cette question et vous invite à y prendre part. Nous organisons une conférence électronique sur la gestion et l’entretien des latrines scolaires dans la sous région. Ce travail collaboratif présente l’intérêt de faire une conférence sans avoir à rassembler physiquement toutes les personnes en un même endroit à une même heure. Elle se débutera le lundi 21 novembre et se déroulera sur quatre semaines (fin prévue le 19 décembre). Elle ciblera chaque semaine une thématique précise.
